This site allows vendors doing business with the City of Rockville to view public solicitations, register to be a participant in a solicitation, submit responses, ask questions, view awarded contracts, and communicate with the City of Rockville on the solicitation/procurement process.

To view open public solicitations - Request for Quotes (RFQ), Invitation for Bids (IFB) or Request for Proposals (RFP), click on the “Solicitations” main menu item at the top of this page and select the “Search Public Solicitations” sub-menu.  Click on the “View” link to see additional details on a specific solicitation.

To participate in a bid, you must login.

Once your account is logged in, you may use the system to register to participate in a public bid, review solicitation opportunities where you have been invited to bid, submit responses, ask questions, and review contract information assigned to your account.

Account information:

If you currently engage in business with our organization, you may already have an account with us. Please contact us by email at cobblestoneregistration@rockvillemd.gov to get your login credentials and provide your company name, tax id number, contact information (full name), company assigned email address (e.g. johnsmith@abcinc.com).

            OR

If you are a new supplier, you can click the "create account" button to the left to register. To register, you will need to provide information about your company, and the individual user(s). Each representative of your company will need a username (company assigned email address, e.g. johnsmith@abcinc.com) and password.

After you sign up, you will receive an email that your account has been activated.  You can use the same login and password you used to create your account.  The company ID will be provided in the email.  Activation may take up to one hour.  If you forget your password, enter any password and then select the “Reset Password” link to reset your password.

Please be aware that all actions performed in this system are logged for auditing purposes and trackable.  Multiple registrations by or on behalf of a single entity, using either the same or different entity names, and/or false tax identification number may result in actions including but not limited to cancellation of a solicitation, disqualification of an entity solicitation response, entity suspension, entity debarment, as well as entity and/or individual civil action and/or criminal prosecution.
